Applying for Passport or Passport Extensions

The Embassy of Afghanistan in Ottawa issues passports only to Afghan citizens residing in, and applying from, Canada. Applications for new passports or passport extensions can also be launched at the Consulate General of Afghanistan in Toronto. Click here if you wish to apply at the Consulate General in Toronto.

Under current regulations, the Embassy can only issue ordinary passports. For other types of passport, such as diplomatic, service, student and so on, you can apply at the Department of Consular Affairs at the Ministry of Foreign Affairs in Kabul.

On exceptional basis, the Consular section at the Embassy may seek approval from Kabul to extend the validity of service or student passports.

Consular Section’s opening hours are:

Monday through Friday from 10am to 1pm and from 2pm to 4pm.

The Consular Section is closed outside these hours as well as on Saturdays and Sundays.

Applications for new passport and passport extensions can be made either by post or in person. Postal applications must be sent by REGISTERED MAIL to the Embassy’s address below.

The Embassy will not take any responsibility for loss of documents which are not sent as registered mail.

In-person applicants will receive a ‘return tariff’ which they must bring back on the specified date to collect their passport(s). In-person applicants can request for their passports to be returned to them by post in which case they must submit a registered, self-addressed return envelop or enclose the necessary payment (CAD 20) to cover postage cost alongside the regular consular fees.

Application requirements and processing time

Applicants for new passports must:

  • Complete and duly sign the relevant application form.
  • Provide three standard passport size photos affixed to the appropriate box in the application form (photos must be fresh, identical, taken directly off the face to show both ears and with a light background)
  • Provide original documents verifying their Afghan identity, including any of the following:
    • Tazkira
    • Previous passport (if held)
    • Marriage certificate (if endorsed by the Ministry of Foreign Affairs in Kabul)
    • Educational or professional documents issued by competent authorities in Afghanistan
  • If not in possession of any of the above documents, provide two Identity Guarantee Forms duly completed and signed by two Afghan nationals of an established social or professional background.

Applicants for passport extension must:

  • Complete and duly sign the relevant application form.
    Submit their current passport (passport must have available space for extension on specified pages, otherwise new passport will have to be issued)
  • Provide two standard passport size photos affixed to the appropriate box in the application form

All applicants, whether applying for new passports
or passport extensions must also:

 

  • Submit documents verifying their residency status in Canada, such as PR card, Landed Immigrant document or citizenship document .
    Submit a document to verify their current address, including driving license, utility bills, municipal documents, etc.
  • Make the necessary payments (see the fees and payment tables below)
  • If applicable, submit a registered, self-addressed return envelop or include an additional payment of CAD 20 postal charge, alongside the necessary fees.

Processing time

Passport applications are processed in order of their receipt by the Consular Section. Applications that are incomplete and/or are missing necessary documentation will not be processed.

After the Embassy has received completed application(s) with all the necessary documents and payments, new passports will normally be issued within two weeks. Passport extensions normally take one week.

A fast-track processing service is available for exceptional cases which will incur an additional charge.

Applicants are requested to avoid making any travel arrangements before obtaining their passports. The Embassy will not accept any responsibility for delay in obtaining your passports or changes in your travel plans.

Payment method

  • Passport fees and all other consular charges are ONLY payable in CAD. Payment in any other currency will not be accepted.
  • Passport fees and all consular charges must be paid by BANK CHEQUE (certified cheque) or MONEY ORDER made payable to ‘ The Embassy of Afghanistan in Ottawa ’. Payment by cash, personal cheques or bank transfer will not be accepted.
  • In case of multiple passports, or payment of return postal charges, a single money order or certified bank cheque, covering the total amount due, may be submitted.
  • Money order or bank cheque must be submitted together with completed application form.
